I'm actually torn in regards to offering suggestions as to which idea you should go with. I like the idea of the built environment simply because (and this is of course coming from a proposal writing perspective) the NIH R15 mechanism is so attainable. And it's unique in that people from the College of AAH would not consider NIH as a possible source of funding. But more towards the idea, I like the idea, a lot.

In regards to teaching a proposal writing course either geared towards faculty in AAH or HEHD, I think the main focus would have to be on how to construct the methodology as well as the rhetorical implications of constructing a sound and solid proposal.

Hahaha, so we come full circle to what we discussed earlier. The R15 could really be used to do a great deal of good. The proposal writing course is something that would be greatly beneficial (even perhaps marketable to other universities...? Just an idea). Sadly,I leave you in the same predicament of not knowing how to make a suggestion regarding which one you should do =) They're both really good ideas.
